We are Florida engineers building for Florida engineers.

We learned Nutrient Loading in the districts where it is enforced, on projects that had to get permitted. Not from a manual, and not from another state.

We know how long this takes by hand, because we were doing it by hand.

Florida land development engineering
21 years

In March of 2008, Tim ran his first Nutrient Loading Analysis, nearly two decades before it became a statewide requirement. Back then it only applied to sites discharging to Impaired Waters or Outstanding Florida Waters. He built the spreadsheet for it and spent years teaching other engineers the analysis itself. Nutrient Loading is not something you learn in school. Somebody has to show you. That depth is why he was brought in as an Expert Witness in a multi-year legal challenge over Environmental Resource Permits and Nutrient Loading Analysis, and why the Calusa Chapter of the Florida Engineering Society recognized the work. When the statewide rules were proposed, Tim saw what was coming: every firm in Florida was about to need an analysis most of them had never been taught, on every project, under a standard that was still moving. He started teaching himself to code to build the tool, and quickly realized a real platform was not a one-person job.

We built something you could see inside of.

Technical Report
Parts 0 to IV, Appendices A to E
Behind every result
Coefficient, equation, citation
Regulatory citations
Applicant's Handbook Vol. I, Sections 8 and 9

A lot of engineers are running Nutrient Loading Analysis through tools that will not show their work. Inputs go in, a number comes out, and what happened in between is not available to look at. That is a hard thing to put your seal on. SWMLabs was built the other way, on purpose. Every coefficient, equation, and regulatory citation behind your results is there to look at. We were not trying to build a calculator. We were trying to build something an Engineer could stand behind.

Three people. Two Land Development Engineers and a Software Engineer. Friends first.

Our Team

Tim Gavin, P.E.

Co-Founder and Head of Engineering

Licensed Florida P.E. · Florida native · B.S. Civil Engineering, University of Florida · 21 years in land development

Tim owns every calculation, coefficient, and regulatory citation in the platform. Nothing technical ships without his review. If you have a regulatory question, or you want to know why the platform handled something the way it did, Tim is who you are asking.

Off the clock

Outside of work he is on the Peloton every morning, in the woodshop when there is time, and at a concert or a football game whenever the schedule allows. He and Amber have three daughters, who have him happily outnumbered.

Amber Gavin, P.E.

Co-Founder and Head of Operations

Licensed Florida P.E. · B.S. Civil Engineering, Florida Gulf Coast University · Seventh-generation Floridian

Amber practiced land development engineering for the better part of a decade before stepping away to raise a family. Today she runs the business side of SWMLabs: the financials, legal, marketing, and keeping the team organized. She is also the person on the other end of the line when you call or write in.

Off the clock

Outside of work she is usually on a trail somewhere, cooking for her family, planning a trip, or reading to her three daughters. She is always up for a new adventure or a good concert.

Adam Looze

Co-Founder and Head of Product

Software Engineer · Writing code since 2015 · Founder of a web development and hosting company

Adam built the platform. Every screen you use, every calculation that runs behind it, and every report that comes out the other end. When Amber called to ask if he wanted to build something for Florida engineers, nearly twenty years into their friendship, he said yes before hearing the whole pitch.

Off the clock

Outside of work he is on a mountain bike, on skis, on the water, or on a golf course, usually with his dog Kai along for it. He produces music, and he would be perfectly happy if every night were Taco Tuesday.
